DEC-801:
-Moved adding the string literal character into google export items since this is something specific to google at the moment (and potentially excel also, but if we need to export a csv then having it in rewrite_item_metadata_for_export would be problematic)
-Also changed it to add a string literal to all values. This should prevent google from interpreting things like identifiers as a number in scientific notation, and other type conversion problems.
