IGVF-302 Retrieve full collections and show paged collection pages (#77)

IGVF-302-limit

* Initial commit of pager. It doesn’t work yet, but I need to bring in newer npm modules to ge the newer heroicons.
* Update all npm packages, and update to heroicons 2.0 modules.
* Reduce the size of sortable table chevron icons.
* Integrate the encoded pager. Modify the users object to use it, and have <Collection> track the state of the current page.
* Style the pager and view control components.
* Allow table views to sort based on the entire collection instead of just the displayed page.
* Add pagers to all existing pages.
* Move collection code into a subdirectory of the components directory.
* Make collection list styling more mobile friendly.
* Set the front-end limit on the number of items displayed per collection page.
* Add dark styling to the pager page buttons. Remove the document app Cypress test for now.
* Write first Jest test for the pager.
* Update npm package versions. Rename incorrect Jest test file name. Implement initial pager tests.
* Finish Jest tests for the pager.
* Make collection.js the new index.js so it can serve to both implement the core functionality and export identifiers to client modules.
* Merge the new collection code with the pages code. I need to consider whether to change the “page” <Pager> usage to avoid confusion with the Page object.
* Update to NextJS 12.3.
* Handle mobile styling.
* Handle the 0 items per page case to show all items.
* Update package-lock.json after rebase to dev.
* Fix merge errors in the collection index file.
* Updates from self code review.
* More updates from self code review.
* Set demo TTL to a week.
* Revert demo TTL adjustment.
