Rewritten to make use of more extensive information provided by the arche-assets v3.3

* fetch(), resolve(), gFetch() and gResolve() methods added to the
  UriNormalizer class
* optional $client parameter added to the UriNormalizer class
  constructor and static initializer
* dedicated UriNormalizerException exception class added
* $requireMatch parameter added to UriNormalizer::normalize() and
  UriNormalizer::gNormalize()
* UriNormalizer::factory() method dropped - ordinary constructor can do
  the same
