Added tool types and reafactored tools to use tool types

Migration for tool types model

This adds a new model for tool types which will replace the name field
in tools. This allows tools to be properly categorized by type.

The reasoning behind removing the name field is that in most cases
the name of a tool is infact its type. Detailed information
related to a specific tool should be placed in the tool description.

Updated db schema and seeding for tool_type addition

Added scope to search by tool type in tools model

Updated tests for tool type addition

Updated seeds.rb for dev environment

Added ability to filter by tool type

Validation to require tool type for all tools

Fixed typo in db seeds file

Added ability to CRUD tool types

Updated tools CRUD for tool type addition

Updated CanCan permissions for tool type addition

Improved search to include tool types

Fixed bug when searching for a list of tool types

Added link to all tools when viewing a list of a type of tool

Added description field to tools lisiting so users can identify individual tools quickly

Improved search feature by checking for singluar version as well
