Improved open file handling on parser exceptions

Previously, open files were individually closed when exceptions were
raised within the namelist parsing subroutines.  We now shift the
parsing to a separate function (`readstream`), call it within a `try`
block, and close the files within a `finally` block.

Thanks to Michael Lamparski (ExpHP) for suggesting this approach.

Handing the parsing within `readstream` also prepares for supporting
file objects as inputs.
