Refactor RPM test for retain_old_count option

Refactor the docstring and contents of
`RetainOldCountTestCase.test_retain_old_count_works`. Make the docstring
more clearly explain the Pulp feature being tested, and make the test
itself more concise, with only one assertion instead of two.

Test results do not change as a result of this commit.
