Global roles security refinement (#2138)

* added support for Global Hubs Admin role; new privileges + management of global roles

* moved granting of AUTHORIZATION_RESET privilege to be not-inherited on hubs, users + orgs; do not for now check this new privilege until authorization reset has happened!

* added privilege PLATFORM__ADMIN to remove a bunch of complicated logic on the client

* gave org admin platform admin access

* switched to switch statement
