cleanup some active learners

* simplify nullability in ClassicLStarMealy and ClassicLStarMoore implementations
* do not call overridable methods in constructor of AbstractDTLearner
* add some additional null checks in OML implementations

overall these changes result in passing CF checks for all active leaners
