chore(): refactor & update build scripts

Move all build scripts from `/scripts` to `/build/scripts` as makes more sense to have tility stuff outside of the root of the repo & they are really build related stuff. Also renamed scripts so now the `release.sh` script calls the other `update-*-repo.sh` scripts to update the **package-ngofficeuifabric** & **nuget-ngofficeuifabric** repos.
