Plug in `ResourceInitializer` (#106)

part of: https://github.com/creek-service/creek-system-test/issues/105

Plug in `ResourceInitializer` to initial any shared or unowned resources before starting services under test.

Doing so required access to the Creek Service component model, i.e. the resource handlers.  For now, system test extensions will be required to register the same resource handlers as their service extension counterparts.  Adding the component
model to the API required remodeling of the API.
