Enable metrics as an experimental feature (#131)

* Properly re-enable metrics and expo histogram.

- Handle metrics endpoint/insecure (backwards compatibility included).
- Update interval env var.
- Enable Exponential Histogram aggregation (overriding the Explicit
  aggregation).
