Allow subscriptions to be alerted when the subscription has been renewed
on the server. This allows snapshot mechanisms to be built in the client.
When a subscription is refreshed from the server, it can contain the
'initial state' from the server and the client can use this to refresh
it's data. This can sometimes happen multiple times during the lifetime of
a subscription when the client connection is dropped and reconnected.
