feat: Added an Impression Manager, more user specific tests for cookies

Added Impression Manager that should live in the User object scope, denoting the impressions the

user was exposed to. Currently missing localStorage data persistence

CookieUtil is now accepting an overriding ssoKey for it to be more testable
