Add checks for out-of-bounds coordinates during tiling process (#209)

* Initial co-registration setup (untested, still need notebook check)

* Add check for manual FOVs being in bounds

* Add tests for out-of-bounds checking

* Add tests for new functions

* Place massive mock chunks into separate test_cases function

* Add mock requirement to pytest

* Remove TODO

* Typo in centerPointMicrons

* Fix function call to verify_coordinate_on_slide

* Make sure 'micron' is set as argument to verify_coordinate_on_slide

* Remove extraneous print statement

* Type hinting and verify error case in verify_coordinate_on_slide

* Add tolerance level boundaries for verifying coordinates

* Swap row and column to align with tiled_region_overlay bug fix

* Revert back to original (this bug is already being addressed by tiled_region_overlay)
