Refactor docker CLI tests to use new utilities

Use the recently-added `pulp_smash.tests.docker.cli.utils` module to
refactor the following modules:

* `pulp_smash.tests.docker.cli.test_crud`
* `pulp_smash.tests.docker.cli.test_sync`

The advantage of this refactoring is that fewer tests have hard-coded
strings referencing pulp-admin, and more tests instead have statically
lint-able references to Python code.

Test suite results do not change as a result of this commit.
