Merge some minor fixes from December 2015 that I previously committed to https://github.com/HEPData/hepdata

* Support remote additional resources ending in ".html".  For example, the link to a remote CMS web page given as additional resources for http://hepdata.net/record/ins1398582 is assumed to be a local file because it ends in ".html" and it is not currently displayed correctly.

* Append "_1" to first error label that has a duplicate.  For example, if there are many "sys" error labels, https://hepdata.net/record/ins1268975, the code appends "_2", "_3", "_4" etc. to subsequent error labels, but also "_1" should be appended to the first.

* Use translated title in preference to original title for non-English papers.  For example, http://hepdata.net/record/ins1395686 imports the original Russian title and not the translated English title used in the original HepData record (http://hepdata.cedar.ac.uk/view/ins1395686). The translated title is available as tag 242 in the Inspire XML format (http://inspirehep.net/record/1395686/export/xm).

* Wrong number of additional errors printed if more than default displayed.  For example, http://hepdata.net/record/ins1251898 says "+4 more errors" with 3 errors displayed (implying a total of 7), but clicking "Show all" gives a total of only 4 errors, meaning that the label should say "+1 more error" instead of "+4 more errors", i.e. bug in the code.
