Commit Message

Point to BerkeleyDB installation

For some reason our python3-based CI builds started failing because the
bsddb3 package (which hasn't changed) cannot find the libdb-dev
installation anymore.

This commit adds the necessary environment variable for the bsddb3
package's setup script to discover the system-wide installation in our
Ubuntu-based runners and proceed with the package installation.
