Replace snackbar for user action confirmation with dialog (#611)

* delete snackbar

* dialog window confirmation for participant's CRUD operations.

* import missing component

* Change the confirmation snackbars to confirmation dialogs. Turned back the dialog notification to snackbar notification

* Update web-gui/src/app/tool-components/participants/participants.component.ts
