Commit Message

Pin python-daemon version to < 2.3.0 for python 2.7

A new released breaking compatibility with python 2.7 has been made,
thus we want to constrain the version needed by NGAS when installing
under python 2.7.

Additionally, because setuptools in python 2.7 doesn't honour the
required python version stated by dependencies, we need to force our CI
pipeline to install a python-daemon version that works against all
python versions.
