Persistent ENV values, RPMFusion free only.

Storing all exported variables at the top of the Makefile in ENV
variables in Dockerfiles to avoid having to run ./setup.py within the
container. Makes it easier in the future for CentOS support.

No need to install nonfree RPMFusion repo, I only need the free one for
ffmpeg.

Using copied spec file path. Permissions issues on CentOS.
