Admin user can create other users: #67

Assign all known roles to the sample admin user.  After this change, a
new top menu item appears, called "Admin."  Rename sample admin user to
"Admin_User" to avoid confusion.  Initial investigation suggests that
this new menu item refers to user administration, where new users are
created and assigned to roles.

Interestingly, as the example admin user, I can load the
Admin->Roster->Roles page referred to in #37, suggesting that perhaps
that issue is due to a permissions problem on the live site.
