Simplify the timer wheel by removing overflow support

The overflow handling is confusing and, in review, I forget how it works
yet it passes the tests! That either means my mental decline or testing
gaps, so I prefer the latter. Instead of worrying about overflow cases
the starting time is captured so the calculations are offsets from this
reference point. When using that time shift an overflow is 292 years
into the future and thus no special handling is required.
