Make Tag & Block Fns; consume LiquidOptions

BREAKING! This patch introduces two backwards-incompatible API changes:

- Tag and Block are now simply type aliases for functions, instead of
  traits with one implementable method.

  I believe this will reduce some of the boilerplate that arises when
  writing custom plugins. With more boilerplate being reduced we are
  nearing 1.0 API stability.

- liquid::parse will now consume the LiquidOptions object instead of
  taking a mutable reference. This helps in getting rid of lifetime
  annotations. Taking a mutable reference was also an actual error,
  since the LiquidOptions that is mutated by parse should not be shared.
