Minimally fixes unit testing with new siteinfo package

Previously, for example, for an mlab-staging site, only the mlab4 was
put into maintenance. In a previous commit this was changed to put every
machine at a site into maintenance regardless of the project, since a
site is a site and every machine should be put into maintenance when a
site goes into maintenance. This now also better conforms to the notion
that sites may have a variable number of machines.

TODO: implement specific unit tests for sites that do not have 4
machines.
