Merge #5922

5922: A couple of unrelated changes in support of implementing P1673 r=hkaiser a=hkaiser

- define ASIO_NO_NOMINMAX
- disambiguate member access in basic_function
- add datapar algorithms to hpx/local/algorithm.hpp
- suppress dll-export and unused variable warnings
- #include datapar headers more consistently
