Add Component Discovery and wire in stub services under test (#66)

Part of https://github.com/creek-service/creek-system-test/issues/36

- Add functionality to discover service descriptors at start up.
- Use this to populate a `ServiceDefinitions` type.
- Add `services()` to the test environment to track service instances started in the current test suite run.
- Initial local stub impl of `ServiceContainer` that does nothing
- Flesh out `ServicesUnderTestLifecycleListener` to start and stop the services under test
- Add `StopAllServicesTestLifecycleListener` to ensure all services are stopped at the end of the suite.
