Handle tags attribute in create_unit and update_unit

Add attributes_required kwarg to validate_payload decorator so action
methods can be cleaned up a little (no more `payload.get('attributes',
{})`).

You can now pass a tags CSV as data.attributes.tags in a POST or PATCH
payload to the HTTP API.
