cilium-cni: invoke delegated plugin IPAM

When the IPAM mode is set to IPAMDelegatedPlugin, Cilium CNI will
invoke the delegated plugin identified by the ipam.type field in
the CNI configuration.

This follows the delegated plugin protocol defined in the CNI spec:
https://www.cni.dev/docs/spec/#delegated-plugin-protocol
