Restructure Filter class

Add FilterAttribute::parse method
Add Filter::validate method

The above methods are created so Filter::parseFromParameters can be simpler and smaller
And we can now use validate method inside handleFilter so we can actually validate
filter values and operators against resource model's definitions.
