workflows: Downgrade helm to v3.8.2 for aws v1.10 workflows

Newest version of helm is hitting the authentication API version issue:
  error: exec plugin: invalid apiVersion "client.authentication.k8s.io/v1alpha1"

Downgrade helm to v3.8.2 to solve the issue the same way as done for cilium-cli:
https://github.com/cilium/cilium-cli/pull/895.
