Makefile: Measure unit test coverage by package

Previously, the COVERPKG variable would provide accurate coverage for
individual packages iff TESTPKGS had a single package listed. In regular
full test runs or even if you ran tests on the commandline with multiple
packages specified, the numbers in the output from "go test" would be
way off, because they're measured against the entire repository, not the
individually tested package. Fix it by running individual test commands
directly with the -coverpkg variable targeted at the package under test.
