One Docker, 3rdparty mutagen, lint systemd.

Using one Docker image for build, install and test. Doesn't matter if
RPM dev tools are installed, they're from the primary repo anyway.

Installing mutagen in 3rdparty instead of using the RPM. RPM was too old
and mutagen API has changed.

Linting systemd .service file.

Inserting 3rdparty at beginning of sys.path to prevent python3-mutagen
rpm install from interfering.

Closing event loop at end of program, apparently I'm supposed to.

Removing unicode character from non-verbose logging. Caused trouble,
don't really need it, this is a service.

Moved sample.log creation (test_update_config() mode=='good') out of git
directory and into tmpdir. Oops.

Using python3 in test scripts instead of regular python. Defaulted to
2.7.
