Add support for non-C encodings in repo tool output

With respect to repo init/sync for update of the mirror, force
LANG/LC_ALL=C to have a fixed messages language in case where
the cleanup code depends on messages output by repo/git.

Fixed process execution to handle decoding depending on the file
stream.
