nwb.config.js changes

- Now only required for generic build commands
- Webpack config changes:
  - Must now be provided in a webpack object
  - Missing webpack config is now defaulted
  - DefinePlugin config must now be in webpack.plugins.define
  - nwb 0.8 is backwards-compatible with the old config format
  - Extra webpack plugins can now be provided in webpack.plugins.extra
- Config functions now receive command and webpack as an options object
