Commit Message

Environment boolean vars support 'on' and 'yes'.

Added 'on' and 'yes' as boolean True values for consistency with
ConfigParser in the near future.

Changed lists to sets for future config file code.

Moved code into values_from_env() for linting (docoptcfg() had too many
branches with config file code).
