Merge #5831

5831: Further improvement actions to rotate r=hkaiser a=hcq9102

 Aim to further improve **_rotate_** algorithm
  -  Adding core partition functionality: enables the left and right sides of rotate to allocate the number of cores as needed
  - Removing the unneeded asynchronous code: decreases the overheads by removing the third step operation of rotate
