Nontrivial refactoring pass.
Moved activation functions from nn to their own module.
Renamed Population 'epoch' method to 'run' and replaced many uses of 'epoch' in comments with 'generation,' as this is a more common term.
Made species fitness determination (for stagnation purposes) more user-configurable.
Factored global indexing out of ConnectionGene into Population.
Factored reporting, reproduction, and species stagnation mechanisms out of Population in order to make them more easily user-definable.
Reduced the range of initial parameters in the single-pole balancing example, as the evolved nets frequently had difficulty balancing starts on such a wide range.
Modified pole-balancing parameters to improve training time.
Modified pole-balancing fitness to take the worst run's score as fitness to make the evolved solutions (hopefully) a bit more generalized.
Added a 2D image example that uses only novelty as a fitness measure.
Started a document addressing customization of various aspects of NEAT behavior.
Updated/expanded docstrings and comments.
Removed unused code.
