Adapt Chrome extension build to run without Pyramid

Instead of booting the entire web service in order to build the app,
we create just a minimal webassets environment and load
the asset bundles defined in assets.yaml

The only remaining Pyramid dependency is on the dotted path
resolver which resolves 'package.module:path/to/asset' paths
that are used in assets.yaml to the actual file path.
