Fix for null exception on null handoff context in CreateHandoffEvent (#6271)

* Add null coalesce for handoff context in CreateHandoffEvent

Creates a new object with the default skill any if no handoff context is supplied

* Add null handoff context check to tests

* Modify behavior & Revert tests

Instead of creating a new object with a skill of any, pass the null as-is without trying to convert it.
