* Resolves #220

* Added an extension method for active storage blobs to check if their attachments have been uploaded

* Added concurrency to attacher

* Modifed/refactored find_or_create nomenclature logic

* Added additional ActiveStorage extension sub module for attachments

* Added rescue block for Azure Http errror so another error can be raised to trigger rollback
