Auto merge of #296 - micbou:appveyor, r=vheon

[READY] Improve AppVeyor configuration

This PR introduces the following changes:
 - fix issue when caching `target` folder in racerd submodule: git cannot clone a submodule in a non-empty folder so we need to move out the `target` folder before updating the submodules then move it back;
 - move the instructions in `appveyor.yml` install block to its own batch script;
 - create `ci` folder containing AppVeyor and Travis scripts;
 - add caching for NPM and pip.
