WIP: Additions for inspecting and manipulating policy metadata

The Policy.CacheEntry interface provides a snapshot copy of an entry's
metadata. The getEntryIfPresentQuietly(key) method allows for a point
lookup.

More complex ordered snapshots can now be obtained by consuming a stream
under the policy's lock. This should be short and simple, prefering to
produce a result for downstream processing.

Variable expiration now offers the ability to perform a computation with
a custom Expiry for determining the result's duration.

These additions are primarily intended to allow for simpler integrations.
