Make the Chrome PDF Viewer plugin matching stricter and add tests

To avoid matching unrelated <embed> elements on pages that
are not the Chrome PDF viewer, make the matching stricter
and add tests, at the risk of coupling us slightly more
to the PDF plugin implementation in Chrome.
