Add universal reaction parser

This replaces existing semi-model-specfic reaction parsers with a
universal parser that can recognize all of the reaction formats that
can currently be parsed and additionally other variants that we could
not previously parse. The new parser also adds additional robustness
that makes parsing of minor variations more reliable (e.g. when there
is additional whitespace separating tokens).
