Add an --auto-install flag to nwb serve for auto installation of npm deps

This involves introducing configuration of postLoaders. Unlike loaders,
there are no default postLoaders, so they're always "extra".

Rather than having to deal with enabling user customisation outside
createWebpackConfig (as was happening for Karma config), we're now using an
id prop when present in full loader config objects to enable user
customisation.

#35 - this can be closed once npm-install-loader > 1.1.0 is released with
a fix for installing on Windows
