BUG FIX: Refactored docker exec output streams, properly decoding them as early as possible;
This actually fixed a few bugs so that ALL output now properly goes to loom, and gets logged.
Filtering output streams is now creates new, filtered streams in addition to the originals.
Build status updates are no longer unnecessarily verbose.
