Update the DHIS2 location uuid fetch  (#68)

* :necktie: Update the DHIS2 dataset push code to get the DHIS2 location uuids from the `externalId` location property when using OpenSRP to store locations

* fix conflicts

* :necktie: Cast the property value to boolean

* use @Value annotation

* enable allCampRepo on dhis2-sync-vaccine-tracker

* add datasetpush test

* update coveralls badge
