Cleaned up pre-formatter trailing comma PR

- using tokensets instead of instanceof because this is a part of business-logic
- using tree lookaround instead of regular expression
- using PsiUtilCore to obtain element type
- better method namings, should be semantic
- stricter argument types, we are not expecting this to be used for generic PsiElement, only comma sequence in set of container types
- reduced visibility, no need to make this protected, we are not expecting overriding them
- removed confusing behavior of removing a trailing comma without a newline afterwards if comma is enforced before a new line. This must be configured with separate option. We can not assume that user want this by default.
