Fixes to state machines and indexing race condition in indexing jobs (#197)

* Fixed issue with state machine not firing after_commit callback for derivatives generation

* Resolves #196

* Fixes #197

* Set test as `ActiveJob` queue_adapter by default and set perform_enqueued_jobs to false

* Add wait times to each job

* raise `Curator::Exceptions::CuratorError` error instead of just raising Exception in Derivatives Job

* Ensure Audio Video and OAI thumbnail derivative jobs are NOT processed

* raise `Curator::Exceptions::RemoteServiceError` if the derivatives service fails(Allows active job to retry)
