Add a web-app project type; add --reload option to nwb serve

This is for anyone who wants nwb's build/serve/test handling but isn't
using React.

The --reload option will refresh the page when HMR was unable to apply
changes. This will be the case in web-app projects unless hot module
reloading s handled manually.

Closes #24
